TAIEX Multi-Country Workshop "Outreach and Career Guidance in the context of the Youth Guarantee in the Western Balkans". This multi-country workshop is part of a series of events focusing on priority topics for the implementation of the Youth Guarantee in the Western Balkans and enables sharing of experience between European Union (EU) Member States and Western Balkan economies. The Youth Guarantee is an activation and skills development policy framework focused on young people not in employment, education or training (NEETs), introduced in the EU since 2013 and reinforced in 2020. The flagship 10 of the EU Economic and Investment Plan for the Western Balkans adopted in October 2020 includes a commitment for gradual implementation of Youth Guarantee by the Western Balkans economies. Overall aims of the workshop: The workshop addresses the important aspect of involving NEETs in the Youth Guarantee scheme through outreaching, guidance and counselling activities. The workshop will discuss tools, methodologies and practices of outreach to young NEETs and the role or career guidance within outreach aimed at preparing young NEETS to be ready to participate in the Youth Guarantee. The workshop will put a spotlight on Finland’s policy and practice approach to NEETs, roles and responsibilities and practices. Representatives of several other EU Member States will contribute with experience sharing (Belgium, Estonia, Slovakia). Targeted Western Balkans participants are Youth Guarantee coordinators (ministries of labour), ministries of education, Public Employment Services, researchers in the field of career guidance, youth representatives.

"Support to the Youth Guarantee in Western Balkans: monitoring progress and assessing quality of outreach with focus on career management skills and career guidance activities" (27-28 MAY 2025, VIENNA ) Western Balkan countries have committed to the Youth Guarantee (YG), a commitment to ensure that all young people under the age of 30 receive a good quality offer of employment, continued education, apprenticeship or traineeship within a period of four months of becoming unemployed or leaving education. Outreach to young people not in education, employment or training (NEETs) is a crucial phase for the success of the YG. However, outreach is a key challenge to countries that aim at integrating inactive and disengaged individuals into the YG scheme. In many countries, outreach is outsourced by public employment services to civil society organisations or municipal youth or social workers. Monitoring progress and ensuring quality of outreach work poses several problems. The EU agency European Training Foundation (ETF) has partnered with the Finnish Institute for Educational Research based at the University of Jyväskylä, as a leading institute in careers research, and universities from all six Western Balkan economies to support the development of a tool for public employment services and other entities for monitor progress and measure quality of outreach to NEETs. To this end, ETF and its partners from universities developed in 2024 a generic career management skills (CMS) framework that defines the knowledge, skills, attitudes and social networking skills needed by young NEETs in order to be ready to participate in formal offers of the YG scheme. The CMS framework is based on international CMS frameworks and was developed through desk research. It helps turn outreach into a learning process that can be monitored and used to actively support NEET participation. In 2025, the CMS framework is being contextualised through the implementation of focus groups, interviews, piloting and accompanying research in each of the participating economies to empirically derive the knowledge, skills, attitudes and social networking skills needed by young NEETs. The final CMS framework can be a source for deriving specific tools, such as monitoring and evaluation (M&E) tools for public employment services, ministries and other stakeholders to assess quality and progress of outreach. Further the CMS framework can be as source to derive concrete learning activities for those who reach out to young NEETs and to assess progress of outreach at practice level. Objectives of the regional meeting In the above outlined context, the regional meeting aims at - Sharing in detail the final CMS framework with all Western Balkans representatives - Gathering input on draft M&E tools and draft learning activities and collecting further ideas for tools’ development - Discuss with the countries about the use of CMS framework in the outreach phase of the YG. The output of this event builds the basis for the piloting of the CMS framework and related tools. The event will offer interpretation in Western Balkans languages. Participants The participants from all six Western Balkan economies are: 1. practitioner representatives of public employment services, civil society organisations, from youth/social workers, youth organisations, universities; and 2. representative of YG working groups to ensure also a policy level expert per economy is involved To facilitate peer learning, representatives of EU member states are invited as well.

Expert Meeting: Youth at work in the Western Balkan IPA countries (Eurofound )
In the European Union (EU), there are signs of optimism for young people. As the COVID-19 pandemic has been overcome, youth employment is now on the rise, and the percentage of young people not in employment, education or training (NEET) is historically low. There are also signs of improvements in job quality for young people, with fewer involuntary temporary contracts, greater perceived job security and better work–life balance than during the pandemic years (Eurofound, 2024). Signs of this improved context are also evident across the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo , North Macedonia, Montenegro, Serbia) countries and Türkiye. In the Western Balkan countries, the youth unemployment rate has continuously decreased over the past few years (MPI, 2024). In Türkiye, the labour market also strengthened post-COVID, but structural challenges remain, in particular for youth and female employment (European Commission, 2023b). However, large gaps remain in the social and economic situation between young people in these countries and those from the EU. Young people in the Western Balkans and Türkiye continue to face many challenges, from higher levels of unemployment and a lack of decent jobs to greater social exclusion and lower well-being.
